The Colt Island Proving Area and Capital Punishment Detention Center is a facility under joint control by the Adanese Navy and the Ministry of Justice. It is used for the testing of conventional and chemical military weapons and for the detention of inmates who have committed the most heinous of crimes. The sheer brutality of the treatment of death row inmates in Adana has often been criticized by civilians, but has been admired by some other governments. In Adana, capital punishment is classified as "Abolished for all offenses except under special circumstances." Hence, it is rare for anyone to be sentenced to death in Adana; but if one is sentenced for execution, they are immediately shipped to the barren island by the ANRS Starling Carlton and left until the next naval practice manuvers, when they are often killed early on.
